Regular Meeting

Doug Roberts called the Public Hearing to order at 7:34.

PZC2014-24 Application for a Special Permit for Beading Studio (room in barn) at 34 Old Farms Road (Map 22 Lot 51 Zone R80) Owner: Makuch & Co James Makuch Applicant: Marylin Makuch Received September 2, 2014 Public Hearing September 16, 2014 (Decision within 65 days after close of P.H).

Mr. and Mrs. Makuch were present.  Mrs. Makuch said she would like to sell beads and bead products.  Mr. Makuch said it’s more like a hobby and a creative outlet for his wife.  He said the total income is $1,000 to $2,000 a year and mostly from flea markets.  Mrs. Makuch said she would be open Friday and Saturday and would have customers park in the driveway.  S. Yorgensen said the applicant submitted a memo stating no-one would park in the street.  Mrs. Makuch said she would put out a temporary parking sign.  

J. Sullivan asked about signage and the applicant said they will only put up signs when open.  D. Roberts asked for comments from the Public.  John Pruzak said he lives next door and is all for it.  

E. Standish motioned to close the Public Hearing.  W. Parsell seconded the motion.  All in favor.  Motion carried.

PZC2014-25 Application to Amend Special Permit and final site development plan for an addition of 882 square feet (clean room 684 sq. ft. additional storage space 198 sq. ft.) at 25 Village Hill Road (Map 39 Lot 12 Zone DNC) Owner/Applicant: Robert Whalen (Received September 2, 2014 Public Hearing September 16, 2014.) (Decision within 65 days after close of P.H.)

Robert Whalen was present and said he is a micro biologist by trade.  He said he started the business in his house and does medical testing for industries regulated by the FDA.  Mr. Whalen said he is regulated by the FDA and added that they do come in for inspections.  He said the current space is limited and he is proposing to expand the clean room.  E. Standish asked about biohazard materials and Mr. Whalen said there is no patient contact; they test products to make sure they are sterile and not harmful.  He added that it is not a clinical lab.  Mr. Whalen said he has 10 employees and 4 of them are from Willington.

Ralph Tulis said he lives on Village Hill Road and you would not know there is a business located there.  He said Mr. Whalen has been a great neighbor and he does not have a problem with the expansion.  

Tom Treiber, of the Economic Development Committee, said we are blessed to have this business in town and this is the type of business we would like to attract.

E. Standish motioned to close the Public Hearing.  J. Sullivan seconded the motion.  Motion carried.

PZC2014-26 Application for Special Permit for retail sales and showroom of pets supplies, accessories and treats (including occasional baking of pet treats) for pet supplies at 331 River Road (Map 30 Lot 16 Zone DC) Owner: David Stuart Applicant: Donna Hart (Received September 2, 2014 Public Hearing September 16, 2014 (Decision within 65 days after close of P.H.)

Mr. and Mrs. Hart were present and said their business is currently in Stafford and they are now looking to expand.  She said she will have dog biscuits, leashes and toys.  Mrs. Hart said she does have approval from the Department of Agriculture.  S. Yorgensen said the applicant has approval from the Health Department as well.

E. Standish asked about parking and the applicant said there are 13 spots.  Mr. Hart said they need to get approval as soon as possible as they have to be out of their current location October 1, 2014.  E. Standish asked if the application was complete and S. Yorgensen said that it was.  E. Standish asked about signage and the applicant said they will use the existing signage.  

Tom Treiber said this is a young business with the possibility for growth and added that they are moving to a space that is currently vacant.  J. Sullivan asked the size of the space and Mrs. Hart said 2500 square feet.  

E. Standish motioned to close the Public Hearing.  J. Sullivan seconded the motion.  Motion carried.

REGULAR MEETING

D. Roberts called the regular meeting to order at 7:55.

Old Business

E. Standish motioned to approve PZC2014-24 with the following conditions: no on street parking and the signage regulations are to be met.  J. Sullivan seconded the motion.  All in favor.

J. Sullivan motioned to approve PZC2014-26 with the following conditions; no on street parking and the signage regulations are to be met. W. Parsell seconded the motion.  All in favor.

PZC2014-30 Pursuant to CGS 8-24 request for review and approval of a lighting plan for the drop-off and pick-up parking lot at 12 Old Farms Road (Center School) Owner/Applicant: Town of Willington

S. Yorgensen showed the Commission plans and recommended putting shields on the lights. She said they could approve with conditions.  A discussion was held on the plans and that they have been very consistent about dark sky lighting.  E. Standish said he would like to see the specs and the shields.  The Consensus of the Commission was that they would like to see revised plans with no off site light spread and specs for full cut off lighting, dark sky. Application tabled.

E. Standish motioned to approve the minutes of September 2, 2014.  J. Sullivan seconded the motion.  Motion carried.

Staff Report

J. Sullivan asked about Dunkin Donuts and S. Yorgensen said the property has not transferred ownership from the current owner.

A discussion was held on an ordinance for live entertainment.

Meeting adjourned at 8:30.
